Baseline and "Total Ever Served" are cumulative — the number who will have completed at least one year by age 25. "New Annual Workers" is a snapshot — program participants serving at any one time, corrected for existing public sector baseline (1.8M nationally). "Cumulative Cohort Return" is the 20-year fiscal return generated by one annual cohort of new workers, ranging from conservative to maximum defensible assumptions. $25/hr + 25% benefits.
